What is the Public Service Loan Relief Program? 
The PSLF Program aims to encourage people to obtain full-time employment in the public service and to retain such jobs. Under this program, borrowers may be entitled to debt forgiveness of the remaining balance of their federal student loan loans after paying 120 installments of those loans through certain repayment plans while working full time for certain public service employers .

What do I have to do to get the remaining balance of my Direct Loan Program loan condoned under the PSLF Program? 
You must make 120 total monthly payments, scheduled and as of your Direct Loan Program loans. Only payments made after October 1, 2007 are considered.
You must make these payments through an authorized payment plan.
When you make each of these payments, you must be working full time at an authorized public service entity.

What loans qualify for forgiveness?
Only the loans you receive through the William D. Ford Direct Loan Program are eligible for the PSLF Program. The loans you receive through the Federal Family Education Loan Program (FFEL), the Perkins Federal Loan (Perkins Loan) program, and any other student loan program do not meet the requirements For the PSLF Program. 

If you have FFEL or Perkins loans, you can consolidate them into a Direct Loan Consolidation Loan to take advantage of the PSLF Program. However, with respect to the 120 qualifying payments required by the PSLF, only payments you make in relation to the Direct Loan Program Consolidation Loan will be considered. Payments of your FFEL or Perkins loans prior to their consolidation, even when made under an authorized payment plan, are not considered qualifying payments for the PSLF Program. In addition, if you made qualified payments on a Direct Loan Program loan and then consolidated it into a Direct Loan Consolidation Loan, you must make 120 qualified Direct Loan Program consolidation loan payments.

What are total, scheduled, and up-to-date monthly payments? 
The payments on date are those that the managing entity receives from its loans within 15 days of the scheduled expiration. 

Full payments are payments on your Direct Loan Program loan for an amount equivalent to or greater than the amount you are required to pay each month according to your payment schedule. If a month makes a payment lower than what you must pay that month, that payment will not be considered as one of the 120 qualified payments. If a month makes multiple partial payments and the total of these partial payments equals or exceeds the amount of the mandatory monthly payment, those payments will be considered a single qualified payment. 

Scheduled payments are those made through a qualified payment plan after the federal loan administrator has billed you for the month. They do not include payments made under conditions of deferment for studies or in a grace period or in a period of deferment of payment or temporary suspension of payment. 

You must make separate monthly payments. Global payments or payments you make as advance payments for future months are not considered qualified payments. In the case of borrowers working for AmeriCorps or the Peace Corps, there are special rules for global payments.

What is a Qualified Payment Plan? 
To maximize your PSLF benefit, you must repay your loans with one of the income-defined payment plans (the Income Based Payment Plan (IBR), the Income Payment Plan, or the Conditional Payment Plan (ICR), which are eligible for the PSLF Program.

Other payment plans that qualify for the PSLF Program are the 10-Year Basic Payment Plan or any other payment plan in which the monthly payment amount equals or exceeds what you would pay with a 10-Year Basic Payment Plan . 

Before choosing a payment plan, it is important that you understand the implications and costs of that decision. The more payments that qualify for the PSLF Program in a 10-Year Basic Payment Plan, the less the remaining balance of your loans will be when you meet all PSLF Program participation requirements. In fact, if you meet the 120 qualified payments of the 10-year Basic Payment Plan, there will be no balance left in your loan to forgive. 

With the Income Based Payment Plan, Your Income Payment Plan, and the Conditional Payment Plan, your monthly payment amount is likely to be less than any of the other payment plans that qualify for the PSLF Program And that your payment period is longer. Due to a longer payment period, the additional interest that will accrue on your loan, and the lower monthly payment amount, you will be left with a larger loan balance that could be forgiven. However, if you ultimately do not meet the PSLF Program participation requirements, you must pay the full balance of your loan, including all interest accrued (accrued), unless you meet the forgiveness requirements under the terms of Income-Based Payment Plan,

What types of employment do you have the right to participate in? 
Jobs that qualify for participation are jobs at federal, state, or local government agencies, organizations, or organizations, or at a nonprofit organization to which the Internal Revenue Service (IRS) English) has declared tax exempt under Section 501 (c) (3) of the Internal Revenue Code. The type or nature of employment is indistinct for the purposes of the PSLF. Likewise, the type of services that these public service entities provide is indistinct for the purposes of the PSLF Program. 

Private nonprofit employers who are not tax exempt entities under Section 501 (c) (3) of the Internal Revenue Code may be qualified public service entities provided they provide certain specific public services. Such public services include emergency management, military, public security or public order services; Public health services; Public education services or public library; School library or other school services; Legal services of public interest; Early childhood education; And public services for people with disabilities and the elderly. The entity should not be a syndicate or a partisan political organization.

What is a full-time job? 
You must meet your employer's full-time definition. However, for the purposes of the PSLF, this definition must be at least an annual percentage of 30 hours per week. To determine the full time, your authorized employment in a non-profit organization may not include the time spent in engaging in religious instruction, worship services, or any other form of proselytism. 

If you are a teacher or employee of a utility and have worked for at least eight of twelve months, you meet the full time requirement if you have worked an average of at least 30 hours per week during the contractual period and your employer pays you for a Year of work. 

If you have more than one part-time job qualified simultaneously, you may meet the full-time employment requirement if you work a combined average of at least 30 hours per week with your employers.

What does it mean that my 120 Direct Loan Program loan payments must be made while working full time in certain utility entities? 
For a payment to be considered one of the 120 qualified payments, you must work full time at an authorized public service organization on the date your Direct Loan Program loaner receives your monthly loan payment from that program. 

In addition, you must be a full-time employee of a qualified public service entity at the time you request forgiveness of the loan by the PSLF Program and at the time the forgiveness is granted.

How can I verify that I have the right to participate in the PSLF Program? 
As it will take at least 10 years to make the 120 qualifying payments required to receive the PSLF, we have created an Employment Certification Form for waiver of public service loans ( Employment Certification form ) to be submitted, and a procedure to follow So that we can help you keep track of your periods of employment and qualified payments that entitle you to participate in the program.

The form allows you to obtain employment certification from your employer while working in that organization or shortly after leaving that employment. The procedure allows you to receive confirmation that your employment is qualified and your right to participate in the loan payment of the Direct Loan Program. You can also send the form less frequently to cover employment for more than one year or for more than one employer. 

While the use of this form and this process are not mandatory, if you want us to keep track of your progress toward obtaining the right to participate in the PSLF, you must follow the steps below. Even if you do not submit the form periodically, you will be asked to submit a form for each employer whom you consider to be for the PSLF at the time you ask for forgiveness. 

Step 1 : Complete, with your employer's certification, the Employment Certification form each year or when you change jobs.
Step 2 : Submit the completed form to FedLoan Servicing (PHEAA), the lender of the PSLF. 
Step 3 : FedLoan Servicing (PHEAA) will review your Employment Certification form, make sure it is complete, and based on information provided by your employer, determine if your employment allows you to participate in the PSLF Program.
Step 4 : If the form you submitted is incomplete or your employment does not allow you to participate, FedLoan Servicing (PHEAA) will notify you and you will have an opportunity to provide additional information.
Step 5 : If FedLoan Servicing (PHEAA) can not determine if your employment allows you to participate, you may be asked to provide more information or to submit additional documentation to help determine if you were employed by a qualified utility. Such documentation may include an Internal Revenue Service Form W-2, pay stubs, or other documents from your employer that prove your employment in the entity or documentation that justifies your employer as a public service entity.
Step 6 : If your employer meets the conditions and FedLoan Servicing (PHEAA) does not administer any or all of your federal loans, such loans will be transferred to FedLoan Servicing (PHEAA) for a single entity to administer all of your federal loans. After the transfer of your loans, previous payments made to other loan management entities will be evaluated to see if they qualify as PSLF Program payments.
Step 7 : FedLoan Servicing (PHEAA) will notify you if your employment entitles you to participate; And if so, how many payments during the certification period are considered qualified payments, the total amount of qualified payments you have made, and how many payments you still have to make before you are eligible to participate in the PSLF Program.

What should I do after learning that I can participate in the PSLF Program? 
After you have made your 120th qualified payment, you must submit the PSLF Application form to receive your loan forgiveness. The application form is in the process of being prepared and will be available before the date on which the first borrowers are entitled to receive forgiveness under the PSLF Program, in October 2017. You must be working in a qualified public service entity at the time of Submit the forgiveness application form and at the time the remaining balance of your loan is condoned.
