Accused of stealing thousands of letters and parcels from California Postal Service employees

LOS ANGELES, Calif. - Thirty-three people face multiple counts of alleged mass mail robbery in cases ranging from embezzlement, to the theft of thousands of dollars in PayPal cards and hundreds of cell phones, sent to Southern California through Of the United States Postal Service (USPS).

One of the people involved had at least 50,000 letters home to his recipients in Placentia, the Justice Department said.

Officials issued arrest warrants for six people following a mail-order rally operation, federal prosecutor for the Central District of California, Eileen M. Decker, said.

The 33 involved face 28 cases, more than half of them of course theft or possession of correspondence. The suspects are USPS employees and contractors. Other cases are conspiracy, embezzlement, bank fraud and false statements.

One of those implicated in the irregularities is the former president of the Mail Handlers Union, Jarol García, 33, who was charged with conspiracy and theft of correspondence.

Garcia worked as a delivery agent at the Moreno Valley Delivery and Distribution Center and is accused of stealing cell phones that came in parcels to the center to market after trying to change them on the internet.

According to the indictment, Garcia came to possess 166 stolen mail phones in 2015.

Another case that is under investigation is that of the dealer Norman A. Muschamp, 48, who is accused of taking advantage of his post at the USPS to identify parcels in which prepaid cards were ordered from the platform of digital transactions PayPal .

First he sent the correspondence to a nonexistent address on his route and then changed the debit cards for money with other people involved in the conspiracy, according to the investigation. Authorities do not have a specific figure of the stolen amount, but it is estimated to be hundreds of thousands of dollars.

At the home of another dispatcher, Sherry Naomi Watanabe, 48, researchers uncovered 48,000 pieces of user correspondence in the Placentia area.

According to the indictment, Watanabe faces charges for delaying and accumulating correspondence that was entrusted to him for delivery.
